In the light of the riches of the practising of the evangelical counsels and the spiritual fruits of the consecrated life and of the apostolate, the Synod feels that the Church needs to take up once more the theme of The Pastoral Care of the Laity (cf. Evangelii 46), adapting it to the demands of the new evangelization. In particular, the laity must be reminded that they are members of a community which is a pilgrim Church in progress. As such, it is called to be present in the world, and to be charitable towards the entire human family with its rich diversity. The laity have a particular responsibility for proclaiming the Gospel as they live their everyday lives, without forgetting that they are called to be witnesses of the Gospel in their professions, in their vocations, in their families and in their works of charity. For the laity too, the practice of the evangelical counsels has a place. The Synod feels in fact that a more concrete and enhanced understanding of the meaning of the evangelical counsels would be of help to them.

There is yet another expression of the work of the Holy Spirit in the world, at times represented by Missions. The Church, in the course of history, has always felt the need to respond to the love of Christ and to his call to proclaim the good news of salvation to all people. Mission has its roots in the Apostles' desire to renew the world through the Gospel, confirmed by Christ himself who instituted his Church as the missionary body of the Holy Spirit. Therefore, everyone who is called to the priesthood and the consecrated life, as well as lay faithful called to the apostolate, is a missionary by vocation. Mission must always be present in the apostolate, as an integral part of its life, for the Church to be a sign of the Kingdom of God on earth, to be a place of encounter for the encounter with Christ. Cultivating a spirit of prayer, which is a constant feature of priestly and consecrated life, is indispensable for the missionary effort, as is the way of evangelization, which always begins with prayer. The Church of the new evangelization, which is in the process of being born (cf. Gaudium36), must always be closely linked to mission, even in the Church's interior life.
