UG is one of the main theories for understanding how humans acquire language. It is based on the belief that humans have an innate biological grammar that is independent of the stimuli they receive while learning a language.
Universal grammar does not specify the exact mechanism for language acquisition or the specifics of the typical child language acquisition environment. One of Chomsky's most important contributions is the focus of the language faculty on the mental mechanisms for language use, rather than the language itself. While Chomsky does not have a final theory of language acquisition, it is not the focus of his research, which is more about language production and language comprehension. Chomsky began his investigations of language acquisition with the observation that many cases of language development are strikingly similar, regardless of the language one is learning. He noted that in the case of acquiring a new language, such as the French language, there are observable and measurable similarities in the learning of French and acquisition of English.

Joseph Ellis, who has written a bestselling book about the Federalists, finds this notion unpersuasive and says that the author of the Federalists is “no longer anonymous”.
